People can convert options early for a range of personal portfolio reasons, such as being able to borrow against shares but not options, or to trade.
Yes, I can see there is logic in leaving exercise to just before expiry, especially where there is risk and uncertainty - in HFR's case, whether permits will actually be issued.
The rest of us have to just hurry up and wait.
