It surely would be and apologies for not making myself clear about the movements of ore earlier , I was busy at work but my point is less about the semantics and more about the implications of the battery factory in this bigger picture. At the minute the government are supporting that project but they haven't locked in co/no supply.

If they were to give it full backing in the next couple months and then say o no the product next door is sold to Korea we need to transport from further afield it would be slightly silly.

So while it may be cart before the horse right now with reference to the above points, it may be something that is very much in the thoughts of all parties involved in Sconi - not to the point of declaring these intentions publically but possibly to the point of leaving all options open until these avenues have been explored by the government first. Maybe a workaround could be in the pipeline? Contractual or otherwise?
