Many parties want to be part of SDV project. I would not be surprised if all the bids received so far are compelling.
Now Galaxy can evaluate them in more detail, perhaps allow the parties to counter offer and outbid each other whether it be more $$ or value-added proposals.
I'm happy that they are taking the time to negotiate the best deal possible.
