That's a reasonable statement if you're only going to consider what you are specifically told, rather than drawing your own conclusions, an "if it isn't stated, it doesn't exist" mentality.

Refer to Reilly's list for our recent joy, totalling more than 1

I agree it's an interesting description, kind of build, own, operate but without the 'own'. Perhaps a bit simplistically, a grant is a conditional gift of money, I would have thought that anything we build with our money within the conditions of the grant would be 'ours'. But given the complexity of CCE's financial deals with clients to date, I probably shouldn't be surprised if they are throwing more new fin toys into the box!

"Just saying I still dont see CCE able to say they are independent of grants."

Who said we need to be independent of grants? We're an infrastructure builder, why would we cut off one of our two best sources of business? There's literally billions of grant money available, why would we leave it for the next bloke?

Regardless, your above statement asks too much, the company is under no obligation to let us in on the earning potential from the grant, at least not in isolation. The earnings, operating margin, profit or whatever you'd like to call it from the grant is not something that the company should feel compelled to broadcast.
