Yes it's a bit confusing.

Prior to Oct 17 last year, Licensed Producers LPs, were issued for medical cultivation under the Access to Cannabis for Medical Purposes Regulations (ACMPR)

Dealers Licenses DLs were issued  under the Controlled Drugs and Substances Act (“CDSA”)

The former was a dispensation for medical purposes, the latter a dispensation generally for non medical

After the Cannabis Act went into force after Oct 17, these dispensations were redundant as MJ was no longer illegal, However Health Canada (HC) still controls it.

The previously issued LPs & LDs, under the new Act are converted to one of the 6 classes of licenses allowed under the Cannabis Act. This is still ongoing although the Act allows the holders of LPs & LDs to conduct their business as per their previous approvals till HC catches up.

Generally a LP converts to a Cultivation License, a LD converts to a Processing License

The list of LPs and LDs is linked below, you can see Supra has a LD in the 2nd link. As you can see there were far fewer LDs issued than LPs, supposedly harder to get so shouldn't be too hard to add Cultivation to it.
