I understand your analogy but don't think it fairly reflects the 88e situation.
As a developer you were looking to develop all the land as one package, which proved to be not viable.
With time maybe you might have been better to buy the land, develop the area closest to infrastructure, bank the rest until land prices have risen enough to fund future development. Property development often doesn't work this way however.
88e have gone down the land bank avenue, while it was cheap. They are trying to develop close to the infrastructure hoping they can prove enough that another "developer" with deeper pockets wants the rest.
