they want 100% ownership that's quite clear. If they do a cap raise they need to do it for 16% of the company. They already own 96%. Would be a lot easier to get the report done, offer us $1.62 (assuming its the same value) and own 100% of the company.

I would love for it to trade again but they still need to meet the ASX free float rules which isn't happening.

Unless the TOV panel steps in and says "no we are approving this do a cap raise to satisfy the 20% free float" there's no chance of this trading and there's no chance they would say that.
