Strictly speaking they have had preliminary discussions with the STO Board, they haven't presented an offer to shareholders (as of yet).
The price they have locked in as final is manifestly better than the market price. Do I think ~$7 is worth more than $6.38? The market has spoken - in very clear terms - about the fundamental value of STO.
If some here think STO is worth more than $7 then clearly they should be taking longer positions now. And/or think about taking the proceeds and investing in another oil & gas play if that view is based on higher price assumptions than the current market.
