What you may have missed is that Mr Dawson and his wife hold 14.5 million shares, which is conveniently just under the 5% threshold, and he was a previous employee at Dresdner, as was Mr Prineas. He's a significant shareholder. I would suggest that a Technical Director can't raise funds for the continual drilling we see with no JORC resource in sight, but someone with the financial background of Mr Dawson can. I can just imagine what the board discussions have been like.....
