Yeah it depends what you're comparing the scheme to. If it's the 'no dividend at all' scenario, then you're right, there are no additional funds at the company's disposal, and more shares on issue. But if we're comparing it to the standard 'cash dividend' scenario, then the company would have 'extra' money to reinvest (as buc says) - and the share price should be unaffected imo, all other things being equal.
