Important factors to this idea are have they had any previously.
Secondly the couple of million your refer to is on a 50:50 basis and IMO that does not include giving shares in lieu of $$$. Cold hard cash is a necessity.
Government have changed the rules drastically since 1/07/2014, so as to tighten the criteria so as to eliminate any rorts that may have been occurring.
