The regulators are chronically underfunded. They were before Abbott slashed their funding. So yeah they don't do much. They advertised for a few investigators two months back. 65k !
Should be a $1 tax on all transactions to specifically fund them (and kill the bots).
Guess we're stuck with this lot one more year...
