Henry I'm sticking with my story and it is as you say, st depths below 50m the in rush of water is more than can be extracted. The spin that an operating company puts on an issue is to oversimplify a big problem. I wouldn't be surprised if the local aquifer is dropping to the point that lakes Leroy and CV own can't replenish it quick enough. If these people knew their story they might have put additional boreholes north of the concession and or commenced mining on another pit at least 5 k way as a hedge but then when you've only getting a revenue of $8m per month, there is not much change from the contractors fees etc. If s proper hydro study had been done tHey might not have run low on water.
