No one knows where the stock is going. Management isn't here to trade the stock.
Assuming stock goes up, everyone will be saying management is a wizard.
When the stock goes down, everyone will be saying management is incompetent.
They are making a business decision based on the current yield they are paying their shareholders. That is what they can control.
Go read Buffett's shareholder letters. You will learn something there about share buybacks.
Another funny thing here...
When CEO is selling, everyone starts panicking.
When CEO is buying, everyone is happy.
When CEO is buying shares on leverage, he/she must have a really strong conviction about the long-term view of the company.
A sheep will remain being a sheep.
