IF they got bond issue of 150mill and only use 50 mill 1/3 of it . The terms of the issue would be very different to a bond issue of 50 mill and using all 100% of it i would think?.
The most likely thing is they will never relist anyway
I would not lend them 15 cents. Who would be so silly to lend them tens of millions
