Answer:Drake Private Investments.
No doubt they are drooling over their prescience.
With a plant to be funded on a revenue sharing basis, no need for a major.They are locked out unless Drake sells.The only thing they can do is to try and upset the applecart, hence the very tight ASX knicker knotting exercise that Midnight has so aptly described.

BBX has never done any serious mining, it buys and sells tenements and has hardly any cash.
You think Drake are drooling? I wonder if they sent anyone down there to take a look at how gold's going to be mined miles from anywhere in the Amazon jungle when it's hosing down with rain and crawling with mosquitos.
