Things haven't changed. Valuations like this (inc amortised cost) have fairly wide acceptable ranges (in the short run) and are as you say as much art as they are science. Probably the only thing that has changed is the sophistication of big data and data science applied to data sets. That said the actuarial techniques employed won't have changed much.

I also believe the company has a sound management team and that's important. The main decision you can't come back from is paying too much at acquisition of portfolios.

For transparency, i have held and made good money from PNC and CCP in the past and occasionally buy in and out when I see opportunities. Like the flash drop in CCP on the short attack or an in and an out the other day in PNC. I don't hold either at the moment though.
