Voluntary means SLT consented to not sell.
No they cannot sell after Feb 2015 when these shares are released from escrow.
Escrow is a binding term until a specific condition is met. In this case Feb 2015.
Seems like SLT is stuck with MTA for another 8 months good or bad.
