Classic negotiation tactic - Ask for more than you want and then soften to a middle ground. Both sides believe they've won.
If i take off my "glass half empty" hat....this is a positive though, and gives hope for the VGP. (but assume VGP is further down the priority list to other mining projects that can generate revenue in Tanzania....plus there's the VGP's shadowy past of being hand balled from entity to entity for a pittance that still raises questions and doubts..............anyway............I'll get back to focusing on companies that are making exploration progress and/or revenue.
