The buck stops with governments. It's not just internationals but local mining - quarries etc that are all contributing simply because of corrupt governments allowing it with under table kick backs.

It's a mis representation to target Australian mining companies - or PDN in particular in this case. Eland coal springs to mind in Malawi - however without listing tit for tat examples this is a global problem in under developed nations with corrupt governments. In Malawi's case the govt has been extremely slow to enact the new mines and minerals bill that has seen hundreds of millions of dollars spent from foreign aide and expertise. One has to ask why - the blueprint is there from other countries who all experienced what these African nations are experiencing including Australia.
The answer is govt corruption. In delaying the implementation of the new mines and minerals bill it leaves the door open for corruption - re the recent ruby mine fiasco in Malawi that is headed for the courts.
It is an extremely important piece of legislation and imperative it is adhered to in order to benefit all.

GOVT CORRUPTION IS RIFE IN THESE PLACES WHICH ALLOWS IT TO HAPPEN.
