From memory before the gfc there was interest from Korea, given there are 3 in the running it's anyones guess who they are, but my feeling is if the Chinese are one they may not want to procrastinate too much as they may miss the boat.
I would think once a jv ios on board and there for funds availabe the Feasability Study will be fast tracked IMO
