WRONG (very, very bad timing):
China just INCREASED mining quotas by 40% to bring the "illegal" production in from the dark and into the resource tax net.
HRE H1 quota just increased by 3580t, 7160t annualised.
There has been no effective cutback of black production, it has just been legitimised.
