On what basis were they claiming in 17/18 if they only just got this 
On what basis were they racking up R&D expenses this fin year if they only just got this 

Doesnt cover 16/17 the year in disputes but I am thinking if they are only getting certs for 17/18 and 18/19 now then they may have done 16/17 claim on an assumption that they would get it

Maybe one that says you have achieved something not one that simply says you have done something that was expected and required in any case
