From memory I think they only had about 50kT of "super high grade" material at ~6.5%. They had already mined that and put it up on the surface for 2 years to degrade and become highly oxidised by the time they tried to process it during commissioning to send to it tails.
Come to think of it, JUST IMAGINE if they might have had a strategy back then to send as much to tails as they could, invest in part secretly as a shareholder to have a small amount of claimant when the company goes broke with investors money paying for 10 years of sham, then offer up a claim to forgo losses for ownership of tails as a whole and reprocess it.
Just thinking out loud. I would not dare insinuate that this is the case.
