You never know what might hold up a deal being sealed, but it does tend to indicate a potential lack of good governance and due diligence that ICI clearly didnt have all the ducks in a row to make it happen on schedule.
Good management execute things like this within stated time frames because they have done the heavy lifting and anticipated any potential snags.
