If you take BAL and CNW as examples; they were both in the dog house. Their share prices were constantly under pressure. They were totally unloved. Each recently issued a positive outlook and bang their share prices have been rising ever since. The same story with AGY. When an OT deal is announced, when stage 2/3 financing is sorted AGY's share will re-rate as well. It's just a question of whether management can deliver. If they do then the share price will double or triple from where it presently is.
