A bit similar to the Nelly Vanadium "tenement" that HDY indicated was part of the deal. It kind of evaporated when things were checked more thoroughly and questions were asked by the ASX recently if I recall correctly.
As far as I am aware all that VIC had in Bolivia was an agreement with COMIBOL (The Bolivian Government mining agency) to do some exploratory drilling over some tailings with an inadequate drilling team of mining students. As far as I am aware there was no agreement to lease a tenement to the tailings area. So essentially there is nothing to sell in that respect IMHO. Hopefully the new BOD will be checking that out and detailing what they find in a clear announcement.
