IMO they're rolling the dice again that finance will actually be sorted out by Sep, which is where the $5mil will take them. I wouldn't be surprised with another CR by then.
No mention of oversubscription + the request for additional time indicates they might have struggled to get this over the line. Someone who received the offer had mentioned they would accept an extra $5mil.
