    You shouldn't invest in something you don't understand.

    The phase two will be positioned better = better results if they do the two extra holes. It is likely they hit something very promising on one of the outer holes and want to confirm that it continues, thus two more holes in that direction.

    Believe it of not its actually good management. Lol.
