That's just base metals for you I think. Much the same with Nickel, Copper, Zinc etc. Some stocks in these commodities have finally had good runs, others have not - but it has taken a while for the market to buy into the price turn around imo.
The market seems to need more and constant reassuring with these metals imo, unless of course, earth shattering results/discovery are made and then it's just a frenzy no matter what. Enter excellent management here, this is what seems to separate many of the woofers in the base metal space imo
Tin has one advantage in that economical grade deposits are much scarcer than most other base metal commodities. Can only mean one thing in the long run, just might not be alive to see the day
