We've seen pretty good progress in getting Aravalli over the past few years, particularly the Government of Rajasthan administrative approval, and with the most recent being the marking out of the ML by Govt officials.
There is a bit of history missing from the HZL story. Yes, they had an ML cancelled in 2001, but 2001 was also the year Govt-owned "loss making" HZL was privatised. Sterlite (which) went on to make multi-billions of dollars as Vedanta. Vedanta recently offered the Govt of India $US3 billion for the remaining 29.54% HZL stake (with 49% of BALCO the Indian aluminium company).
I doubt that the Govt of India would compound its original mistake of selling off HZL for cheap by awarding them something which was specifically taken out of the original deal.
