I think you will find that the reason they haven't started is simple. They don't want to spend the money at the moment. Diamond drilling is quite expensive and to get the cash flow from the tailings involves regrinding the ore down to a finer size and then using a cyanide process to remove the gold. I don't know but I would imagine that this would cost several hundred thousand dollars. When Cyclone starts giving income then I imagine Tick Hill will be started as a priority.
