MRL Corporation has in place a management System that allows them to apply Best Practices at all levels of their Business!

That's just a blanket statement Nasa and as I said "Best Practice" is highly subjective in mining in many regards. "Best Practice" is a very common company ethos that many companies place on their web site and even uniform in some cases. It does not hold any intrinsic relevance to mgmt imo. You may disagree. Whatever.

Just because a company says they have a best practice system in place does not imply that every little execution of the business strategy is going to be perfectly executed and in-line with all shareholders' desires.
