I think we have had some of this discussion before. QHL are not supplying ailerons and flaps for F35 they provide doors direct to LM and some vertical tail panels for Marand who are a BAE subsidiary. It is not up to QHL to decide to use QURE for those parts. The contracts were won on the basis of autoclave production and changing that is not on Lockheed's radar so we are stuck with it. In a way that is a shame as US gov are pressuring for cost refductions and QURE could reduce costs as well as increase QHL margin.
If customers were allowed to make their own parts for these aircraft LM would totally lose control of quality and possibly the aircraft's performance so no country will be making their own parts for any of these aircraft. The supply chain involves production of a part for all F35 units built, the same for the C130/LM100 wing flap sets. No one else is making these.
New contracts are a different story and hopefully will eventuate using QURE
