MoU's are always non-binding, otherwise it would be a contract. Anything you read that states "binding MoU" I woudl always take with a grain of salt until I read the final wording - it amounts to nothing. An understanding is not legally binding.
So apart from stating the bleeding obvious, the MoU is the foot in the door to a much bigger room and a far larger swankier party.
