One poster (apologies, I’m forgetting who) found this website.
It looks like they have already accomplished what carnegie was trying to do, they are filling orders from Caribbean and other island/shoreline based nations and installing 100MW wave farms.
Only difference is these ride on surface and may be subject to more damage in a storm.
This may explain the constant revisions to CETO WEC and prolonged timeline for this, may have to invent around seabased patents and technology.
