I find it hard to see the value here, especially in the light of the FEC report you linked for me. Potentially fruitless on the mining front if the restrictions mentioned are true, as well as being strapped for cash.
All that really leaves is the HOA. Offtake would require mining success. The AR alludes to distribution of graphene in Aus and NZ. Which could have its merits.
