The more reasonable explanation is that they didn't do sufficient test work to identify the issues that are now manifesting themselves. Alternatively, there were clues of the current technical issues but they weren't identified or they were glossed over. I do recall reading a technical report that did make mention of a leach field trial that had to be shut down prematurely due to very poor hydraulic performance, i.e. the well-field clogged up and lixiviant flow dropped significantly - sorry can't put my finger on the report, but will try and find it later. Recall it had something to do with the original Nubeth Joint Venture.
