Not saying you don't know your stuff however it is all a probability game with investing.
Even you said you changed tact on the low PH stuff and biggest issue is getting permit, which I agree by the way. However I have put a 50% probability of them getting a permit.
If we used a risk adjusted calc & for the sake of the argument said 50% they won't get it and hence value PEN at 0 and 50% they will and value it at $1.50 that put's current risk adjusted price at 75c.
If/when shares get to 75c, I might sell my 1/2 and then have a free ride either way
