That's a fairly bullish call by the CP doing their Resource for a number of reasons. But then I'm not being paid to estimate the Resource for BCB nor had exposure to all of the information that the CP has had re: historical drilling records from nearby. The CP would certainly want to make sure that the old records outside of BCB tenure they are relying on are all in order and up to scratch to current standards.
Based on recent experience with the regulator wrt MDL renewals - and I certainly have had that : have you ? - my opinion stands. Don't meet the standard = limited term of renewal or (worst case) refusal of renewal.
If you think otherwise, buy up big ... no one is holding you back ...
