At this rate, he/she will have none left to sell @ 0.004.

I would prefer the Board to raise capital from an entity whom holds their stock.

That sell order placed prior to open appears strategic. No genuine seller, with that much stock, whacks it all on one order....generally it's drip fed to achieve best execution and price.
