The essence of BND's and WICET's problem is time. We cannot wait for a court to render a final decision using a standard time line for this type of situation. Thus my original question whether there is a legal provision for the negotiation and legal process to be especially expedited in view of the irreparable damage that would result in the absence of any agreement between the parties. A resolution to the impasse may be too late to save BND and WICET if this takes months rather than weeks according to the court's normal timelines.
