If what you say is the norm then why would bother going to court? It doesn't seem to make sense to me. If the purpose of the land court is only a mediator primarily then its purpose in this case is not clear as a decision is required.

A minority should not be able to hold up a project indefinitely. The company has obviously undervalued these objectors and glossed over the seriousness of the problem. They should of come clean ages ago when the price was getting slashed.

They waited too long imho.
