In the first hearing, both parties present a valuation of the land in question from their (independent) property valuer. This is usually central to any compensation value also. The court does not care what is reasonable or not. If the valuations are order of magnitude apart, the court may nominate a third independent valuer. The court see their job to facilitate an agreed outcome. If after several hearings parties can not agree, and one party insists on a decision, the court will reluctantly make a decision. They will make a decision based on precedence.
However if the project is not registered as "of State significance", if someone just does not want to sell, or receive a compensation agreement, there is limited power open to the court.
