To receive and review implies that whatever has been received is being evaluated (in the present).
Received and reviewed infers that the whatever has been received has been reviewed (in the past).
Not trying to be argumentative as that's not my style just putting an alternative view forward that the implications are quite different. The key question is whether this is intentional.
I've dropped the previous quarterlies into a word comparison tool and Quest replicate large sections of the document. I completely support the view that some of us are reading too much into simple prose change but this paragraph has been changed, around large portions of the report that has remained the same, so one can't be blamed for asking why?
I've emailed Anthony asking for clarification - if I receive a response of interest I'll post in kind.
