Sorry I misread your post. Normally I don't care much about spelling and punctuation but in this instance it would have prevented misunderstanding. I originally read it as meaning "that's why you can't mine there [it] is garbage"

A light edit, no disrespect intended:

These downrampers don't understand how much carnage there is in saying so. 
If the locals don't want an area mined they wouldn't be letting semi trucks cart gear around that has to be hammered 300 m deep etc.
It's loud, very messy and disruptive work. Miners make their own path were ever they want.
Maybe now after reading the report I might get a few of these downramping clowns to own up to what's right."

Now we know what is a quote, and who is being referred to and when.
