In the first screenshot the Orange shaded area over part of the tailings dump is an operating license issued to Wentona Properties SRL.
The area with a green outline in the first screenshot (shown as a grey shaded area in the second screenshot) is a license for exploitation of releases issued to Gecamines.
Same license type issued to Kipushi Corportation over the balance of the tailings dump.
The orange shaded area in the top left corner of the first screenshot is an operating license issued to Kipushi Corportation, which you can see is the mine that is likely the source of those tailings.

Regarding any agreement with Gecamines, well I haven't seen any announcements from CFE about that.
