Spain definitely needs the economic activity the Muga mine would generate. You identify the mine site benefits. I see also increased access to MOP as a boost to agriculture - abundant supply at world price but without the transport cost (competing with Iberpotash). The first stage of 500kt is expected to sell out locally and into S France. Applying that much potash will do wonders to crop productivity.
