According to Wikipedia: 

"Cizur (Basque: Zizur) is a town and municipality located in the province and autonomous community of Navarre, northern Spain.The municipality is composed of 8 councils : Astráin, Cizur Minor, Gazólaz, Larraya, Muru-Astráin, Paternáin, Undiano and Zariquiegui and 3 populated places: Eriete, Guenduláin and Sagüés."

Which puts the council of Undiarno closest to the people.  Pop of Undiano in 2002, 147.

It is a material matter if Navarre's Director of Industry has announced the expiry of and declined to extend the (I assume exploration) permits for the Sierra del Perdon deposit. At the moment we only have the statement of the council of Undiarno to go on. I would want this confirmed by the state of Navarre and HFR.
