That's my thinking at the moment, obviously there have been delays for whatever reason. Perhaps ramp up didn't go to plan with ore quality/commissioning taking longer than expected to get dialed in. The quarterly hinted at some changes being made and that work into optimisating some parts of the mining process had been undertaken and being/been implemented.

Perhaps first shipment will be a little larger than expected, granted its taken longer than anticipated.

If they aren't close, or very confident of cashflow happening very, very soon then a raise would've happened already as you said.
